On Tuesday, September 12th, the Cannabis Control Board approved the regulations for general adult-use cannabis license applications. Starting on October 4th, applicants can access the New York Business Express (NYBE) portal to apply for various licenses including cultivator, processor, microbusiness, distributor, and retail dispensary licenses. Notable items include, but not limited to:
- Conditional cultivator and processor licensees that are in good standing will be able to apply to transition to full licenses via the NYBE Portal before their licenses expire.
- The preliminary window for the general retail application will be active for 60 days, with expedited processing for applications received after the first 30 days for applicants who have already secured retail locations.
- Large scale manufacturers will be allowed to enter New York’s cannabis industry without delay, which may hinder social equity and small business applicants from substantively participating in the industry.
