On April 14, Governor Hochul announced the Cannabis Control Board’s approval of 52 Adult-use Cannabis Conditional Cultivator Licenses, the first such licenses granted in New York State. Conlon, Cornucopia Growers LLC, ReliefLeaf LLC, Weathertop Farm LLC, Westkill Bend Inc, Greenleaf Cannabis LLC, Kennedys Herbal Solution, Outcast Acres Farm LLC, Slack Hollow Organics LLC. The online application portal opened March 15, and the approved licenses are from the group of over 150 that have been submitted through the portal. The Office of Cannabis Management continues to review applications on a rolling basis.
The approvals help advance the Governor’s Seeding Opportunity Initiative, which she announced in March, and which positions equity-entrepreneurs as the first to make adult-use cannabis sales in New York. Such equity-entrepreneur applicants must meet two prongs in order to qualify: (1) they must have a cannabis-related conviction that occurred prior to March 31, 2021 (the passage of the Marijuana Regulation and Tax Act), or have a parent, guardian, child, spouse, or dependent with such a conviction, and (2) they must have experience owning and operating a business in New York.
